Judgment call. I might put in "000". Or if it's a drop down menu, you might be able to skip the question. But assuming you can't be evasive (which is totally ethical), then you'll have to answer the question honestly.

What do you do when you have to fill out an online form to apply for a job and it requires (numeric-only) salary info in the form to be able to submit it?

I have avoided being pinned down on the salary question in discussion for years, but rules-based forms that will not allow a successful submission without having a number in that field tend to be a problem.
